Far be it from me to answer this question...but I would think it would be safer than a charcoal grill as you dont have the flame ups that are common with charcoal. But I must say this is the first time I have see this question asked.

Oxygen tanks are not safe around any open flames. So because there is a open flame in the firepot it would be just as unsafe as any other grill in that area. But you are also not supposed to smoke any cigarettes around people on oxygen either.

That is a total judgement call on your part. I suppose 10 feet away would be sufficient. Just follow the guidelines on the tank.
