pellets turning to dust

Sounds like humidity... are the ones that are not dust look like puffed up popcorn? Only other thing I can think of is there was not enough moisture in the sawdust when they were compacted by the manufacturer... if that is the case report it to who you purchased from and they can contact the manufacturer to see if there was a bad batch. Only two things I can think of, I'm sure someone else will be along with more ideas and knowledge.

Sawdust in the bottom of the bags is referred to as "fines". You expect a very small amount to be present. if the whole bag is sawdust, they have been exposed to moisture at some point. Was the bag tight around them when you opened it, or was it loose?

Those bags are perforated so they can breathe. Unopened or not... the pellets contain moisture in them (it helped bind them)... so the bags are usually perfed to keep the inside of the bag dry if any condensation occurs. If those bags do not have any way to breathe, that would explain the sawdust...
