People in Minnesota simmer fresh brats as they are under the fear that they can't completely cook a fresh brat on a heat source without burning it before it is cooked through. For my family at least it was always more of food safety issue then a flavor thing. Then again at thanksgiving time, our turkey was more like jerky then anything edible.

So are you saying they should be boiled? Or that they shouldn't be simmered or boiled?

Traditionally brats are simmered. That's just below the boiling point. The higher heat from boiling is what makes them rubbery and tough.
